Quarterly Communications Update – January 2026

The following communications update provides an overview of work completed to-date by the transitional board and transitional Indigenous council (hereafter referred to as the “Transition Team”) as well as changes to the overall work plan and transition timeline. 

I. Work Completed To-Date

    The core mandates of the Transition Team, as defined in the Legal Professions Act, include developing the first rules of Legal Professions BC (s 226(1)), as well as hiring the organization’s first CEO (s 231(1)) and transitional Tribunal Chair (s 227(1)). 

    Rules Development 

    In 2025, the Transition Team and advisory committee focused on developing policy papers on key components of the rules (outlined below). These policy papers consolidated research and input from subject matter experts, providing necessary context to support informed discussion on each topic. Through these papers and the related discussions, the Transition Team provided guidance and direction to the drafting team to inform the development of the rules.  

    By the end of January 2026, the Transition Team had reviewed 23 policy papers on the following topics:

    Policy papers on the following topics will be developed and reviewed in conjunction with draft rules:

    Hiring

    The Transition Team is in the process of engaging an executive recruitment firm to support the search and hiring of a Transition Manager (who will become the first CEO of LPBC) and a separate Tribunal Chair, who will be responsible for drafting the Tribunal Rules during the transition period. 

    II. Updated Amalgamation Date & Work Plan

      As noted above, the Transition Team has made signifcant progress over the last year in developing policy papers to inform the first rules of the single legal regulator. With the first review and discussion of policy papers largely complete, the drafting of rules has begun in January 2026. 

      As policy papers have been developed and reviewed, members of the Transition Team, the drafting team, and partner agencies have raised concerns regarding the level of effort and fast turnaround required to complete the first rules for the planned amalgamation date of January 1, 2027, while allowing for the level of detailed review and consultation necessary to develop the rules appropriately. 

      At a board meeting on January 12, 2026, the Transition Team discussed the feasibility of maintaining the current work plan to meet the January 1, 2027 amalgamation date, and considered alternative options to extend the amalgamation date to allow for extended timelines to complete the remaining work. As a result of this discussion, the Transition Team has agreed to a target amalgamation date of January 1, 2028, but would proceed earlier if possible.

      The updated project plan will include planned Transition Team activities through July 1, 2027, including development of the rules and code of conduct, as well as public consultation. Events which could extend planned activities from July 1, 2027 to January 1, 2028 include:

      • Operational timelines needed to implement the new rules 
      • Scope of change management needed to implement the new rules 
      • Feedback from Public Consultation (Planned for Q1 2027) which could require changes to the draft rules. 

      At this time, the Transition Team is proceeding with development of the rules and code of conduct, and updating the work plan to align with the revised amalgamation date.
